MINUTES <br />CITY COUNCIL <br />JUNE 16, 1992 <br />Hanson pointed out that the costs presented this <br />evening are estimates, and, hopefully, on the high <br />side. <br />The City Administrator reported that State Law requires <br />that the amount of an assessment equal benefits <br />received. The Administrator stated that the City's <br />appraiser did a preliminary review and indicated that <br />the rate proposed is in the ballpark in terms of <br />benefits received from the improvement. The <br />Administrator reported that the estimates presented <br />this evening contain a 10% contingency. If the <br />improvement is ordered, bids will be called for. Until <br />bids are let and the project is built, the City can <br />only deal with estimates, and hopefully, those are on <br />the high side. It was noted that if bids come in too <br />high, the City has the right to reject the bids. <br />Mrs. Neamy felt that it might be necessary to install <br />retaining walls as part of the project, where adjacent <br />properties drop off. <br />The City Engineer reported that in his field review he <br />did not see the need for retaining walls. The Engineer <br />noted that LaBore Road as it exists is basically 28 to <br />32 feet in width, and that the replacement width is <br />proposed at 32 feet. <br />Mrs. Neamy asked why the City was not going to improve <br />Vanderbie at the same time as LaBore Road. <br />The City Enqineer reported that the City felt it would <br />be difficult to tear up the entire area at once and <br />still provide adequate access to residents. The <br />Engineer reported that he is currently working on a <br />feasibility study for the improvement of Edgerton <br />Street north of Little Canada Road, Vanderbie Street, <br />and Allen Avenue by street reconstruction and watermain <br />improvement. <br />Scalze pointed out that a Vanderbie Street improvement <br />has been delayed because the developer is not quite <br />ready to proceed with development of the Costa <br />property. <br />The City Engineer replied that if petitioned for, <br />consideration of the Vanderbie Street improvement would <br />proceed regardless of whether the developer was ready <br />to proceed. <br />Scalze asked if the cost would be lowered if the <br />Vanderbie and Al1en Avenue improvements were included <br />in the project. <br />The City Engineer replied that usually costs are lower <br />Page 11 <br />
