MINUTES <br />CITY COUNCIL <br />JUNE 16, 1992 <br />The City Engineer reported that the City Council has <br />asked for striping options and will be considering how <br />to address the shoulder. The Engineer noted that some <br />of the options he has submitted to the Council include <br />a 36 foot wide street which would allow on-street <br />parking, a 32 foot wide street with no parking, as well <br />as sidewalk improvements. The Engineer stated that the <br />cost of a 36 foot wide street as well as sidewalks <br />would be prohibitive because the grades in the area <br />would require additional earthwork. <br />Mrs. Donovan stated that she supported 2 twelve foot <br />driving lanes with 4 foot shoulders on either side. <br />Donovan felt the street should be striped, and also <br />indicated that she did not support a sidewalk <br />improvement. <br />Blesener asked about weight limitations on a 7-ton <br />versus 9-ton roadway during the Spring. <br />The City Engineer replied that the 7-ton and 9-ton <br />classification are descriptive terms and do not <br />necessarily mean loading limits. The Engineer reported <br />that durinq the Spring, City staff looks at each road <br />individually to determine weight restrictions. The <br />Engineer felt that the 7-ton and 9-ton classifications <br />are used to differentiate between a residential street <br />and a commercial/industrial street. <br />Blesener noted that other than in the Spring when <br />weight restrictions are on, any weight vehicle can <br />drive over any City street. <br />Hanson pointed out that there is talk at the County <br />level about turning over County roads to <br />municipalities. Hanson noted that LaBore Road east of <br />Edgerton is a County road, and should the County do an <br />improvement on that road, it would not be assessed <br />against the property owners. However, if the street is <br />turned back to the City, the cost of improvements would <br />be assessed. <br />The City Administrator agreed that there was discussion <br />about the County turning back streets to <br />municipalities, but indicated that there are a number <br />of obstacles to be overcome before that could be done. <br />Some of these issues will need to be addressed at the <br />State Legislature. It was also noted that legally the <br />City does not have the power to refuse the turn-over of <br />streets by the County. <br />Scalze asked if LaBore Road was not constructed <br />properly to begin with to account for its deteriorated <br />condition today. <br />Page 9 <br />
