MINUTES <br />CITY COUNCIL <br />JUNE 24, 1992 <br />Boss reported that over the past 4 1/2 years that the <br />Fire Department has been involved in gambling, it has <br />raised almost $1 million. Boss indicated that he felt <br />the Fire Department has not been appreciated for these <br />efforts. Boss also indicated that the 3% tax the City <br />has levied on organizations is too large a burden. <br />Scalze disagreed that the Fire Department has not been <br />appreciated for its efforts, and indicated that the <br />Council appreciates everything that the Fire <br />Department, as well as other charities, have done for <br />the City. <br />Fahey indicated that the Fire Department would like to <br />continue with its fund-raising efforts, and would like <br />to keep gambling revenues in the City for the <br />betterment of the City. <br />DeLonais pointed out that if the City does not spend <br />the 3% enforcement tax, that money will have to be <br />returned to the charities. <br />Fahey was concerned that there would be ways to spend <br />the money for items that are not really needed. <br />Scalze indicated that gambling has been great for the <br />City and has allowed the City to accomplish wonderful <br />things, however, if it no longer makes sense, then that <br />is the way it is. Scalze felt that the only way for <br />the City to regulate gambling is with an outside <br />consultant. <br />Fahey questioned the need for the City to get into <br />enforcement, when that is what the State does. <br />LaValle pointed out that the State would never have <br />audited the charities at the bingo hall if it had not <br />been for the lawsuit that was filed last year.
