MINUTES <br />CITY COUNCIL <br />JUNE 24, 1992 <br />LaValle asked what alternatives the City could use to <br />address a situation similar to the one which occurred <br />last year with the disident group. <br />Fahey asked what the City will do if it finds that a <br />member of the Fire Department is a convicted felon. <br />Morelan reported that members of the Fire Department <br />will say that they were never asked for this <br />information when they joined the Fire Department, and <br />they are not involved in the gambling operation, <br />therefore, question why is it necessary now. <br />The City Administrator believed that insurance <br />companies required police checks into driving records <br />for insurance purposes. <br />Morelan stated that to his knowledge, the Fire <br />Department did not do a check of driving records of <br />fire fighters. <br />Boss asked what the Department's recourse will be if it <br />has a fire fighter refusing to sign the consent form to <br />a criminal background check. <br />Fahey stated that the Department's recourse would be <br />that on the threat of insubordination the fire fighter <br />must sign the consent form. However, Fahey indicated <br />that fire fighters not involved in the gambling <br />operation will ask how this effects their ability to <br />perform as fire fiqhters. <br />Fahey asked the Council to look at the necessity of the <br />requirement of criminal background check for fire <br />fighters not involved in gambling, taking into <br />consideration the concerns expressed this evening. <br />Fahey asked about the possibility of a reduction in the <br />3% gambling tax. Fahey reported that the owner of the <br />bingo hall is requesting a 20% increase in rent. Fahey <br />pointed out that the Fire Department is the only <br />organization conducting gambling that has 100% of its <br />gambling profits reducing tax burden in the City. <br />Fahey stated that it may be necessary for the Fire <br />Department to request City assistance in dealing with <br />the issue of rents. Fahey pointed out that the State <br />has looked at this issue, but the City would have the <br />ability to be more restrictive than the State. Fahey <br />stated that the Fire Department will try to work out <br />this matter on its own, but may require City <br />assistance. Fahey pointed out that the Fire <br />Department's current lease at the bingo hall expires on <br />July 31st. <br />Page 7 <br />
