MINUTES <br />CITY COUNCIL <br />JULY 8, 1992 <br />indicated which alternative or amount of assessment <br />would be agreeable to them. <br />Scalze indicated that from the past minutes it was her <br />feeling that the property owners were in favor of Plan <br />B as presented by the City Engineer. <br />LaValle asked how the clean-up of the park is <br />progressing. <br />Germer reported that the association has asked for <br />copies of City ordinances and that all property owners <br />be notified of what they can or cannot do in the park. <br />Germer reported that the City Planner is working on a <br />property-by-property assessment in the park and listing <br />of violations. Germer reported that he has seen a lot <br />of grass cutting and some general clean-up of the area, <br />but it is difficult to do much when the roads are such <br />a mess. <br />Scalze stated that she did not believe the City was <br />doing its job of enforcement in the park. Scalze noted <br />that there are junk cars parked on the streets that <br />should be towed. <br />Germer reported that the majority of property owners in <br />the park want it cleaned up. However, part of the <br />problem is there is no street definition. Germer <br />reported that the property owners' feelings are that if <br />this is a private road, they were never told. Also, no <br />maintenance has been done to the streets in the park <br />and this has contributed to their deterioration. <br />Germer stated that the issue of private versus public <br />roads must be resolved. Germer stated that he feels <br />that the majority of property owners want to work with <br />the City and clean up the area. The type of <br />improvement that the property owners will support <br />depends on where the money will come from. <br />Blesener asked if a combination of the various <br />alternatives would work, noting that soil conditions in <br />some areas of the park are better than others. <br />Blesener asked what the City's cost-sharing policy was <br />in 1978 when the park was first developed. Blesener <br />noted that since 1985 when he first got on the Council, <br />road improvements have been assessed at 100%. Blesener <br />suggested that the City Attorney, City Engineer and <br />City Administrator review the information. Blesener <br />asked that the City Engineer prepare a recommendation <br />on what could be done in the park using the various <br />alternatives that he has recommended. Blesener asked <br />that the City Attorney look into the issue of the <br />original developer sharing in the cost. <br />Page 12 <br />
