MINUTES <br />CITY COUNCIL <br />JULY 8, 1992 <br />Germer reported that the property owners have discussed <br />the possibility of a combination of alternatives. <br />Germer reported that the property owner who originally <br />started the petition only wants an overlay of streets. <br />Another property owner might want an overlay and curb <br />and gutter, while others might want a more extensive <br />improvement. Germer pointed out that there has been no <br />maintenance on the road since the overlay was done. <br />The City allowed the streets to be put in, no <br />maintenance was done, and the streets have now <br />deteriorated. Germer reported that the property owners <br />in the park do not want to pay the full cost of the <br />improvement. Germer also indicated that the City will <br />never get all the property owners to agree on the type <br />of improvement. <br />Upon motion by Scalze, seconded by Collova, the public <br />hearing was closed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-7-224 - REFERRING THE RYAN INDUSTRIAL <br />PARK STREET IMPROVEMENT MATTER TO THE CITY ATTORNEY, <br />CITY ENGINEER, AND CITY ADMINISTRATOR FOR FURTHER <br />RESEARCH WITH A RECOMMENDATION TO BE MADE TO THE CITY <br />COUNCIL ON THIS MATTER AT ITS AUGUST 12, 1992 REGULAR <br />MEETING <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Hanson, Collova, LaValle. <br />Nays (O). Resolution declared adopted. <br />LaValle asked about code enforcement in the park. <br />The City Administrator reported that the City Planner <br />is in the process of preparing an in-depth report on <br />code violations in the park durinq his staff hours. <br />This report should be finalized by the end of the <br />month. The Administrator pointed out that there will <br />be violations in the park that will be difficult to <br />deal with until the street issue has been resolved. <br />NO PARKING Council reviewed the information contained in their <br />IN RYAN agendas regarding on-street parking in Ryan Industrial <br />INDUSTRIAL Park. The City Administrator reported that the on- <br />PARK street parking problem has been less severe since <br />school has let out and there are fewer employees at the <br />bus company. <br />Page 13 <br />
