MINUTES <br />CITY COUNCIL <br />JULY 8, 1992 <br />RESOLUTION NO. 92-7-221 - APPROVING THE MINUTES OF THE <br />JUNE 24, 1992 REGULAR COUNCIL MEETING AS SUBMITTED <br />The foregoing resolution was duly seconded by 5calze. <br />Ayes (5) Scalze, LaValle, Blesener, Hanson, Collova. <br />Nays (O). Resolution declared adopted. <br />WATER WORKS Mayor Hanson opened the Public Hearing to consider the <br />TRAIL improvement of a trail on the St. Paul Water Department <br />IMPROVEMENT property lying between Country Drive and South Owasso <br />Blvd. <br />Bill Sanders, Park Consultant, presented plans for a <br />proposed trail improvement on the Water Works property <br />lying between Country Drive just north of Little Canada <br />Road and South Owasso Blvd. Sanders reported that the <br />Park Commission has been working with the St. Paul <br />Water Department on obtaining an agreement for this <br />trail improvement for the past year. The Park <br />Commission has held neighborhood meetings on this <br />issue, and the Council has held a public hearing. <br />Sanders reported that the Park Commission is <br />recommending that the trail improvement consist of an <br />8-foot wide bituminous path. Estimated cost of the <br />improvement is $30,000, and the City has funds budgeted <br />for this improvement. <br />Sanders further reported that there are currently a lot <br />of people in the neiqhborhood already using the area <br />for walking. Therefore, it was felt that surfacing the <br />trail would formalize the pathway as part of the City's <br />park system as well as provide better access for the <br />elderly and make the area more usable and safer through <br />better policing. Sanders pointed out that the Council <br />has before it a draft agreement submitted by the St. <br />Paul Water Department addressing the improvement. Part <br />of that agreement would make the City responsible for <br />maintaining and policing the area. <br />Jim Weiss, Yorkton Ridge resident, asked the cost of <br />maintaining the area. <br />Sanders reported that currently the City's Public Works <br />Department maintains trail systems within the City, and <br />if this section of trail is improved, it will be <br />absorbed into the maintenance system. Sanders reported <br />that a great deal of maintenance of the area is not <br />anticipated, other than picking up of trash, and <br />Page 2 <br />
