Policing of the area would be done by the <br />Ramsey County Sheriff's Department to ensure that the <br />area is not misused. Sanders pointed out that the <br />Sheriff's Department already has that responsibility <br />and would continue it. <br />Weiss asked the reasoning behind an 8-foot wide trail. <br />Sanders replied that part of the reason is for <br />maintenance access, and it has also been found that an <br />8-foot width allows for better joint use by pedestrians <br />and bicycle traffic. <br />Blesener pointed out that another condition contained <br />in the Water Works contract is that no motorized <br />vehicles be allowed in the area other than maintenance <br />and police vehicles. Blesener stated that an 8-foot <br />width allows for easier plowing of a trail, and pointed <br />out that the City plows some trails during the winter <br />where interest has been expressed for winter use. <br />Weiss asked what the City would do to ensure that there <br />was not vehicular traffic on the trail. <br />Sanders pointed out that the plans call for gated <br />entrances. These gates would only be opened for access <br />by maintenance and police vehicles. <br />Weiss asked about trail users who drive to the area, <br />and plans for parking. <br />Sanders replied that the City does not expect that <br />people will drive to this area to use the trail, but <br />that it will be used by neighborhood residents. <br />Therefore, no parking areas are being proposed. <br />Sanders pointed out that portion of the City's trail <br />system in the Thunder Bay area and the fact that it is <br />used by the neighborhood. <br />Weiss pointed out the heavy traffic on Country Drive, <br />and suggested that it would be dangerous for people to <br />access the trail at the Country Drive entrance. Weiss <br />also pointed out the creek in the area, and asked if <br />the City had considered their liability in these two <br />areas. <br />Sanders pointed out that the City has similar trail <br />improvements in Spooner Park and Gervais Mill Park <br />which are adjacent to creeks, and have not experienced <br />any problems in these areas. <br />Page 3 <br />
