MINUTES CITY COUNCIL JULY 8, 1992 and used, it will improve the area and cause a decrease in problems. Bill Quirin, resident of the area, indicated that he was in full support of the trail improvement. Quirin asked what the access points to the proposed trail would be. Sanders replied that there would be access points on Country Drive and South Owasso Blvd. There is also an easement area from Jackson Street to the Water Works property that will be a third access point into the system. Quirin pointed out that there are a substantial number of multiple-family dwellings in the area, and suggested that development of a small neighborhood park with a playground or basketball court or backstop area would be qood. Quirin asked if the trail would consist of a smooth surface so that it can be used by bikers, and roller-bladers, pointing out that older people like to do these things too. Hanson pointed out that the proposal is for a bituminous pathway, which could be used by the elderly or handicapped. Quirin agreed that it was dangerous to walk along Country Drive, and noted that people could access the area by cutting through the business parking lots in the area. Scalze pointed out that County Road C is a County road and suggested that if the sidewalks in that area need maintenance, the City should contact the County. Quirin asked if the County could be approached about a walkway system along Country Drive to South Owasso Blvd. to make for a connection for the trail system. Scalze suggested that it might be possible to stripe the street in such a way as to provide a walkway area. Malsam asked if the third access point was a part of the proposal at this time. Sanders replied that it was not since there are still some dedication issues that need to be worked out. Malsam pointed out that the area was an industrial one, there was heavy traffic, and no place for this proposed trail to connect to. Page 6
