MINUTES <br />CITY COUNCIL <br />JULY 8, 1992 <br />and used, it will improve the area and cause a decrease <br />in problems. <br />Bill Quirin, resident of the area, indicated that he <br />was in full support of the trail improvement. Quirin <br />asked what the access points to the proposed trail <br />would be. <br />Sanders replied that there would be access points on <br />Country Drive and South Owasso Blvd. There is also an <br />easement area from Jackson Street to the Water Works <br />property that will be a third access point into the <br />system. <br />Quirin pointed out that there are a substantial number <br />of multiple-family dwellings in the area, and suggested <br />that development of a small neighborhood park with a <br />playground or basketball court or backstop area would <br />be qood. Quirin asked if the trail would consist of a <br />smooth surface so that it can be used by bikers, and <br />roller-bladers, pointing out that older people like to <br />do these things too. <br />Hanson pointed out that the proposal is for a <br />bituminous pathway, which could be used by the elderly <br />or handicapped. <br />Quirin agreed that it was dangerous to walk along <br />Country Drive, and noted that people could access the <br />area by cutting through the business parking lots in <br />the area. <br />Scalze pointed out that County Road C is a County road <br />and suggested that if the sidewalks in that area need <br />maintenance, the City should contact the County. <br />Quirin asked if the County could be approached about a <br />walkway system along Country Drive to South Owasso <br />Blvd. to make for a connection for the trail system. <br />Scalze suggested that it might be possible to stripe <br />the street in such a way as to provide a walkway area. <br />Malsam asked if the third access point was a part of <br />the proposal at this time. <br />Sanders replied that it was not since there are still <br />some dedication issues that need to be worked out. <br />Malsam pointed out that the area was an industrial one, <br />there was heavy traffic, and no place for this proposed <br />trail to connect to. <br />Page 6 <br />
