MINUTES <br />CITY COUNCIL <br />JULY 8, 1992 <br />Weiss was concerned about additional traffic scaring <br />wildlife away. <br />Scalze indicated that from her experience in her own <br />neighborhood, the wildlife will stay. <br />Weiss asked trie next step in the process. <br />Blesener explained that in working on this issue with <br />the St. Paul Water Department, even though both the <br />Park Commission and City Council had held previous <br />hearings on this issue, the Water Department requested <br />that an additional hearing be held at the City level. <br />This is the reason for tonight's public hearing. The <br />next step would be to submit formal plans to the Water <br />Department and enter into an agreement with them. <br />Joyce Sarne, resident of the area, pointed out the <br />proposal for an additional 20 plus homes in the area, <br />as well as the existence of the senior citizen building <br />nearby. Sarne felt that the trail improvement would <br />give the neighborhood and elderly a safe plan to walk, <br />pointing out the dangers of walking along Little Canada <br />Road. Sarne reported that she sees more wildlife in <br />the area now than when she was a child due to <br />restricted use of pesticides. <br />Mary Ann O'Kane reviewed a letter which she sent last <br />year to the Council supporting the trail development. <br />O'Kane noted that the property is not on the tax rolls <br />and charities operating in the City have pledged <br />funding for the trail improvement. o'Kane felt that <br />opening up the area will cause it to be cleaned up and <br />better policed. <br />Mark Malsam, 2825 Country Drive, felt that the cost of <br />the improvement was too much for the short distance it <br />would cover and since the trail would not tie into <br />anything. Malsam asked what was wrong with mowing the <br />area and walking on the grass. Malsam was also <br />concerned about the heavy traffic on Country Drive and <br />the safety at the trail's access point to Country <br />Drive. Malsam suggested that the money be spent <br />improving the County Road C sidewalks and tying them <br />into the Spooner Park trail system. <br />Bob Carrier, resident of the area, agreed that the <br />County Road C sidewalks needed some maintenance, but <br />strongly supported the water works trail improvement. <br />Joe Fasciana, Jackson Street resident, reported that he <br />walks the area every morning, including Country Drive. <br />Fasciana felt that if the Water Works area is opened up <br />Page 5 <br />
