MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />OTTO Scalze reviewed the recommendation of the Park <br />LANDSCAPING Commission for landscaping at the rear property line of <br /> the Otto property at 3040 Valento Lane due to a <br /> trespassing problem which is occurrinq given the close <br /> proximity of the City's trail to this property. Scalze <br /> indicated that typically the City has not reacted to <br /> requests from property owners for landscaping, but <br /> rather has landscaped along trail improvements for <br /> aesthetic reasons. Scalze reported that the Park <br /> Commission debated the issue a length, with some <br /> members feeling that a precedent would be set by <br /> approving the request. The initial request was for <br /> $905 in landscaping, and the Commission scaled this <br /> back to $670. This would include the addition of 4 <br /> spruce trees and 10 dogwoods. <br /> Scalze pointed out that the Parks & Recreation Director <br /> is recommending approval of the request given the <br /> special circumstances which exist. That is the close <br /> proximity of the trail to the property line as well as <br /> the location of a holding pond in the area. <br /> Scalze reported that she has some reservations in this <br /> matter because she can see that the City may be faced <br /> with similar requests. <br /> Hanson asked where the plantings would be installed. <br /> Scalze replied that the proposal involves the plantinqs <br /> being installed on City property. <br /> Aanson asked about maintenance, and hoped that the <br /> property owners would help in this area. <br /> Scalze reported that the Otto's have indicated their <br /> willingness to maintain the plantings. Scalze noted <br /> that there is a split rail fence along the trail at <br /> their side lot line, and the Otto's have maintained <br /> this fence. <br />5calze reported that in other areas along the trail <br />where the City has landscaped and that landscaping is <br />clustered, there has been a tendency for adjacent <br />property owners to encroach onto City property. Scalze <br />noted that at 3047 Thunder Bay Road there is <br />encroachment on City property with an enclosure for <br />fire place wood, and at 3066 Greenbrier there is <br />encroachment with a fire place ring. <br />Mrs. Carolyn Otto reported that they would like the <br />City to distinguish the line between their property and <br />the park property.
