MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />assured the City that they would be wiling to maintain <br />any plantings. Otto reported that when they purchased <br />their property they were informed that a split rail <br />fence would be installed along two sides of their <br />property to delineate the park property. <br />Scalze reported that a split rail fence was planned for <br />the trail connection to the cul-de-sac, and the Otto's <br />assumed that a fence would be installed at their back <br />property line as well. However, there were no plans <br />for fencing other than for the cul-de-sac connection. <br />Scalze also noted that at the time the lots were sold <br />in the area, the City had plans showing the trail <br />development that was proposed for the area. <br />Scalze was concerned about setting a precedent. Scalze <br />felt that the City was nearing the end of receiving <br />charitable gambling donations, and she is looking at <br />the time when the City will not be able to react to <br />requests such as this one. Scalze felt that if the <br />Park Commission recommendation is accepted, however, <br />the City should not cluster the plantings because the <br />result of this clustering is that the City has been <br />losing park property. <br />Scalze noted that each year the <br />a certain amount of landscaping <br />trails as fundinq is available. <br />this landscaping at the request <br />has invited adjacent property o <br />planning the landscaping. <br />Park Commission does do <br />in City parks and along <br />The City has not done <br />of property owners, but <br />aners' comments in <br />Hanson suggested that the landscaping could be done at <br />a more economical cost if it were planted by the City. <br />Mrs. Otto indicated that they would be willing to <br />supply the labor for installing the plantings. Otto <br />asked if four pine trees would be considered a cluster. <br />Otto stated that she wanted the plantings to define <br />their back property line, and suggested that they be <br />planted in more of a row than a cluster. <br />Scalze agreed that the path does come very close to the <br />property line in this instance, but noted that any <br />approval could result in similar requests from the <br />Aspen Way area. <br />The City Administrator recommended that any approval be <br />based on some type of findings so that there are <br />guidelines in place when similar requests are made. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />Page 21 <br />
