MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />a good financial position, it is still in a precarious <br />situation because of what the State has done to cities. <br />LGA's are at the lowest level they have ever been, and <br />the State could address reductions to HACA aids. There <br />is also the possibility that the State will look to <br />cities' reserve funds. The Administrator noted that <br />the City must maintain reserves since it must operate <br />on a cash flow reserve for the first half of the year <br />until property tax payments are received in the middle <br />of July. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-7-249 - ACCEPTING THE CITY'S CAPITAL <br />PROJECT FUNDS REPORT, MANAGEMENT REPORT AND <br />RECOMMENDATIONS AND ANNUAL FINANCIAL REPORT FOR THE <br />YEAR DECEMBER 31, 1991 AS PRESENTED BY THE CITY AUDITOR <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) LaValle, Scalze, Hanson, Blesener. <br />Nays (0). Resolution declared adopted. <br />Scalze suggested that the 1993 budget workshop be <br />televised this year in order to give the public more <br />insight into the budgeting process. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-7-250 - INSTRUCTING CITY STAFF TO <br />TELEVISE THE 1993 BUDGET WORKSHOP MEETING <br />The foregoing resolution was duly seconded by Hanson. <br />Ayes (4) Scalze, Hanson, Blesener, LaValle. <br />Nays (0). Resolution declared adopted. <br />The City Administrator noted that that workshop will <br />probably be held the end of August of first part of <br />September. The Administrator suggested that the <br />workshop date be set at the next Council meeting. <br />ECONOMIC Hanson reported that on Friday there will be a meeting <br />DEVELOPMENT of City staff, Loren Brueggemann and Don Gagne to <br />discuss Phase III of the Kandice Heights project. <br />Hanson further reported that a meeting of City staff <br />and representatives of the Chamber of Commerce and Ryan <br />Industrial Park business owners will be held at 7 A.M. <br />on Wednesday, July 29th. <br />Hanson noted that Presbyterian Homes has reviewed <br />Page 24 <br />
