MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />given that the terrain in the area may necessitate a <br />switch-back trail design. <br />The City Administrator reported that a trail easement <br />would have limited use to adjacent property owners. <br />Therefore, if the City vacated the road right-of-way, <br />but retained a trail easement over the entire width of <br />that right of way, the property would go back on the <br />tax rolls, but the adjacent property owners would gain <br />very little benefit. Therefore, the City Administrator <br />recommended that the property not be vacated. <br />The Administrator reported that the issue arose due to <br />a problem with debris accumulating on the easement as <br />well as vehicles driving over the hill and using the <br />right-of-way for access to Demont. The area has now <br />been cleaned up, and a barricade will be installed to <br />prevent vehicles from using the area. <br />It was the consensus of the Council that no further <br />action was necessary on this matter. <br />1991 The City Administrator reported that the City Council <br />CITY reviewed the City's 1991 financial reports in detail at <br />FINANCIAL a July 16th Council workshop meeting. It was noted <br />REPORTS that the reports show that the City is in very sound <br /> financial condition. <br /> The Administrator explained that while the Citizen's <br /> League ranked Little Canada as #1 in taxes usinq a <br /> $90,000 home comparison basis, the big concern is that <br /> the sales ratio is used in this calculation, and Ramsey <br /> County has a very high sales ratio as compared to other <br /> counties. This factor in combination with the fact <br /> that the School District is ranked 7th in taxes, Ramsey <br /> County is ranked 1st among counties, and Little Canada <br /> is ranted 51st out of 95 cities, results in the City's <br /> #1 ranking. The Administrator pointed out that the <br /> City only receives 15% of each property tax dollar <br /> collected. The Administrator reported that he will <br /> prepare an article for the next City newsletter <br /> explaining the situation. <br /> Aanson pointed out that the City's bonded debt is 38% <br /> of tax levies. <br />The City Administrator reported that the City Auditor <br />has indicated that this is not atypical for a City the <br />age of Little Canada. The Administrator noted that <br />after 1999 the City's bonded debt drops to about half <br />and should level out at a lower rate. <br />The Administrator indicated that while the City is in <br />Page 23 <br />
