MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />PRELIMINARY <br />& FINAL PLAT <br />YORKTON <br />RIDGE WEST <br />Sutton reported that his neighbors on either side have <br />oversized shed structures, therefore, did not feel his <br />proposal was out of the norm for the neighborhood. <br />Sutton reported that the kit he would purchase for the <br />shed had vertical siding, which would not match his <br />house exactly. However, he is proposing to paint the <br />shed to match the house. <br />There was no one from the general public present <br />wishing to address this matter. <br />Upon motion by LaValle, seconded by Blesener, the <br />public hearing was closed. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-7-240 - APPROVING <br />PERMIT FOR ACCESSORY STORAGE BUILDI <br />SQUARE FEET IN SIZE AS REQUESTED BY <br />SUTTON AT 3001 PAYNE AVENUE SUBJECT <br />RECOMMENDATIONS OF THE CITY PLANNER <br />REPORT DATED JULY 2, 1992 <br />A CONDITIONAL USE <br />JG MORE THAN 120 <br />STEVEN AND HEATHER <br />TO THE <br />AS CONTAINED IN HIS <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4) LaValle, Blesener, Hanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />Aanson opened the public hearing to consider approval <br />of the Preliminary and Final Plat, as well as Variance <br />for cul-de-sac length for Yorkton Ridge West. <br />Kevin Von Reidel, representing the developer, Heritage <br />Development of MN, appeared before the Council. With <br />him this evening was the engineer for the development, <br />Ron Alman, of Ernie Rudd & Associates. Von Reidel <br />reported that the Planning Commission has recommended <br />approval of the proposal subject to conditions. <br />Von Reidel reported that his firm held a neighborhood <br />meeting to discuss the proposal with the residents of <br />the area. Von Reidel reported that he would discuss <br />some of the concerns raised at that meeting, and let <br />the neighbors then address others. <br />Von Reidel reported that one of the issues discussed <br />was the grading plan for the development. Originally <br />the project was proposed with full walk-out basements <br />for the homes on the north side of the cul-de-sac. Von <br />Reidel showed a cross-section of these elevations. Von <br />Reidel reported that the neighbors had had discussion <br />with previous developer involved with the property <br />Page 5 <br />
