MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />about their preference for a berm between this area and <br />the industrial property to the north. As a result of <br />the neighborhood meeting, Von Reidel reported that <br />Heritage Development would like to change its grading <br />proposal and drop the entire grade of the area to allow <br />placement of a berm on the north of the project. Von <br />Reidel reported that they look on this as a positive <br />for the project, and this is what the neighbors <br />prefer. Therefore, it is proposed triat the grading <br />plan be redesigned and approval subject to review and <br />approval by the City Enqineer. <br />The City Planner asked the effect on the cul-de-sac. <br />Von Reidel explained that the street grade would drop. <br />The cul-de-sac would end up approximately 14 feet lower <br />than the elevation of Jackson Street, and the end of <br />the cul-de-sac would be approximately 10 feet higher <br />than the industrial property. <br />Ron Alman, the developer's engineer, explained the <br />grades of the street in detail, pointing out that <br />grades would meet City ordinance requirements. <br />The Planner asked if the northern homes would still <br />have a usable backyard area. <br />Von Reidel replied that these northern homes would have <br />30 feet of usable backyard space with the yards then <br />sloping up the berm area. The berm would be mowable on <br />the side facing the homes, and would be steeper on the <br />side facing the industrial park. <br />Hanson asked if there was anyone from the general <br />public present wishing to comment on this matter. <br />Don Rue, industrial property owner to the north, asked <br />how run-off would be handled on the northern side of <br />the berm. <br />Von Reidel replied that run-off from the southern side <br />of the berm would be directed towards the new street. <br />As a result of this berm, there will be less water <br />running to the north than there is currently. <br />Rue stated that he would like the run-off on the north <br />side of the berm addressed. Rue reported that after a <br />3-inch rainfall, his parking lot is under water. <br />Von Reidel again indicated that run-off into the <br />industrial park will decrease. Von Reidel reported <br />that water from the north side of the berm will be <br />directed into a catch basin and then into the ponding <br />area. <br />Page 6 <br />
