MINUTES <br />CITY COUNCIL <br />AUGUST 12, 1992 <br />The Engineer also reported that the improvement now <br />includes a 720 square foot retaining wall on the south <br />side of the street so that some pine trees can be <br />preserved. Without the retaining wall, it would be <br />necessary to cut into the slope that exists in that <br />area, and the City would also have to obtain easements. <br />Estimated cost of the wall is $7,500. The wall would <br />be 3 feet high and located 6 feet back from the curb. <br />It would be constructed with key-stone block. <br />The Engineer reported that at the public hearing on the <br />improvement, property owners were told that estimated <br />cost of the improvement would be $54 per front foot. <br />According to appraisals that were obtained, this is <br />approximately the maximum that could be assessed for <br />this project. The increased cost would bring project <br />costs to about $65 per front foot, and the Engineer is <br />recommending that the increased costs be picked up with <br />MSA dollars. <br />The City Administrator reported that project street <br />costs are eligible for MSA funding. The Administrator <br />noted that the City has the controlling factor of <br />benefits received in determining the amount of project <br />costs which can be assessed. The Administrator also <br />pointed out that the City is only dealing with <br />estimates at this time, and, hopefully, the bids will <br />come in below estimate. <br />Hanson asked about the Vanderbie tile and if there was <br />a way to eliminate the ponding that occurs on some of <br />the properties in the area. <br />The City Engineer replied that after looking at the <br />Vanderbie tiles, he has lowered the storm sewer inlet <br />by a foot. Elevations have also been taken, and there <br />is a low point about 150 feet into the property on the <br />north side of LaBore Road near Edgerton. Currently, <br />this property is qetting a lot of run-off from the <br />street, which will be eliminated by the road <br />improvement. Storm sewer will be a couple of feet <br />above the Vanderbie tile, therefore, the tile should <br />not be disturbed. If any tile is discovered as part of <br />the project, it will be connected to the storm sewer. <br />The Engineer noted that plans and specs will be <br />available at City Hall for review. If anyone has any <br />questions about the project, they should feel free to <br />contact his office. <br />The City Administrator noted that the storm sewer <br />lateral across Edgerton is being included as an <br />alternate in the project.
