MINUTES <br />CITY COUNCIL <br />AUGUST 26, 1992 <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-8-286 - APPROVING THE TRANSFER OF THE <br />FUND BALANCE IN THE LITTLE CANADA SCHOOL PROJECT FUND <br />TO THE 10% CAPITAL IMPROVEMENT FUND WITH THE <br />STIPULATION THAT $5,072 BE RETAINED FOR A MONUMENT AT <br />THE OLD LITTLE CANADA FIRE STATION RECOGNIZING THE <br />ORIGINAL FIRE FIGHTERS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Hanson, Collova, LaValle. <br />Nays (0). Resolution declared adopted. <br />CHAMBER OF The City Administrator reported that the Suburban <br />COMMERCE Chamber of Commerce has submitted a proposed resolution <br />which declares City support for the Chamber. <br />Scalze noted the participation on the Chamber by Little <br />Canada business people, and indicated that Little <br />Canada is being well-served by the Chamber. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-8-287 - DECLARING SUPPORT FOR THE <br />SUBURBAN AREA CHAMBER OF COMMERCE AS AN INDEPENDENT <br />VOICE FOR BUSINESS IN OUR COMMUNITY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Collova, Hanson, Blesener. <br />Nays (0). Resolution declared adopted. <br />S00 LINE The City Administrator reviewed the proposed Soo Line <br />RAILROAD Railroad Permit for the St. Jude drainage system. The <br />PERMIT Administrator reported that in reviewing the permit <br />FOR ST. JUDE agreement, there were two areas of concern. The first <br />DRAINAGE is that the $1,200 fee is a one-time fee, which has <br />SYSTEM been verified with the railroad. The other is the <br /> cancellation provision without cause. This has been <br /> reviewed with the City Engineer and the railroad and <br /> has been determined that this is a standard clause in <br /> all railroad permits and there shouldn't be a problem. <br /> St. Jude has been informed about the permit agreement, <br /> and is agreeable to its provisions. <br />The City Attorney reported that the permit agreement <br />requires the City to hold the Soo Line harmless for <br />situations caused by the operation of the drainage <br />system. The Attorney reported that it is his <br />recommendation that the Development Agreement be <br />amended to pass this obligation on to St. Jude. <br />Page il <br />
