Hanson suggested a gravel parking <br />addition may be the solution. <br />Collova pointed out that the City requires everyone <br />else to blacktop their parking. <br />Scalze noted that charitable donations are not coming <br />in like they used to, and suggested that if the City <br />does not have money to add parking, perhaps the use of <br />the park needs to be scaled back. Scalze felt that <br />maximum use of the park should be made available to <br />citizens. <br />LaValle indicated that charitable gambling funds were a <br />windfall for the City, and noted that as a result, <br />development of Pioneer Park occurred on a much quicker <br />basis than it would have otherwise. With regard to <br />shared parking with industrial property to the north, <br />LaValle pointed out that the City would not issue a <br />building permit to anyone else who was proposing a <br />shared parking arrangement. LaValle stated that he <br />does not support the additional parking at this time, <br />but would like to see what the cost of that parking <br />would be. <br />Scalze raised the issue of the fifth ballfield. <br />Blesener questioned why a fifth ballfield would be <br />developed when there is not adequate parking for the <br />four ballfields that are there. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-8-299 - CALLING FOR THE ADVERTISEMENT <br />FOR BIDS FOR ADDITIONAL PARKING IN PIONEER PARK AS <br />RECOMMENDED BY THE PARK COMMISSION, AND INSTRUCTING <br />STAFF TO NOTIFY PROPERTY OWNERS WITHIN 200 FEET OF <br />PIONEER PARK OF THE MEETINGS OF THE PARK COMMISSION AND <br />CITY COUNCIL AT WHICH THESE BIDS WILL BE CONSIDERED <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (4) Scalze, Collova, Hanson, LaValle. <br />Nays (1) Blesener. Resolution declared adopted. <br />WATER WORKS The City Administrator reported that the issue <br />TRAIL regarding the cancellation clause in the agreement <br />addressing the trail improvement on Water Works <br />property has been resolved. <br />VOUCHERS Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />Page 21 <br />
