MINUTES <br />CITY COUNCIL <br />AUGUST 26, 1992 <br />Scalze also noted comments made at the Park Commission <br />meeting that Pioneer Park is a tournament complex. <br />Scalze felt that the City had given neighbors <br />assurances when it was first developed that Pioneer <br />Park would not become a tournament park. The Council <br />indicated that the only tournaments that would be held <br />are a couple by the LCRA and some children's <br />tournaments. <br />Blesener pointed out that Pioneer Park is a multi-use <br />complex and in order to fully use it, there must be <br />adequate parking. Blesener stated that he was opposed <br />to limiting full use of the park by not putting in <br />adequate parking. Blesener felt the parking problem in <br />the Park needed to be addressed. Blesener did not feel <br />that the addition of 35 parking spaces on the west side <br />of the DeSoto Street lot was the place to put the <br />additional parking. Blesener felt the additional <br />parking should be put in the primary parking area, and <br />that is off Centerville Road. <br />Scalze reported that the Park Commission considered the <br />addition of parking off Centerville Road, and felt that <br />was not the appropriate location. <br />Hanson noted that once bids come in, the City would <br />have the option of rejecting the bids. <br />Scalze suggested that if Blesener did not agree with <br />the recommendation of the Park Commission as far as <br />placement of parking, he should document his reasons <br />and let the Council know. Scalze felt a big question <br />was whether or not Pioneer Park was a tournament <br />complex to be used by groups beyond Little Canada's <br />borders, or whether it was for local groups. Scalze <br />stated that to be honest, the City did assure neighbors <br />that Pioneer Park would not become a tournament complex <br />other than for the couple of tournaments conducted by <br />LCRA and neighborhood children's leagues. Scalze felt <br />that the Council should take a position on what the <br />City will do with this Park. <br />Collova stated that he relied on the recommendation of <br />the experts as far as the number of parking spaces that <br />are needed. Collova stated that it seems to him that <br />someone did not do their job in planning the amount of <br />parking needed in Pioneer Park. Collova felt there had <br />to be adequate parking. Collova also indicated that if <br />the City has to have tournaments to write down the cost <br />of the Park, that may be necessary. <br />Hanson stated that he was concerned about the expense <br />of adding permanent parking that would be used on a <br />Page 20 <br />
