MINUTES <br />CITY COUNCIL <br />AUGUST 26, 1992 <br />Truscott replied that they were. <br />The City Attorney reported that Chapter 303 states that <br />landscaping and yard work must be in reasonable <br />conformance with surrounding properties, but does not <br />state that a building must be in strict conformance <br />with surrounding buildings as far as appearance. The <br />Attorney noted that the Ordinance does require that a <br />house have a value of at least 60% of its value as new <br />construction, however. <br />Upon motion by Blesener, seconded by LaValle, the <br />public hearing was closed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-8-279 - APPROVING THE CONDITIONAL USE <br />PERMIT APPLICATION SUBMITTED BY RONALD TRUSCOTT TO <br />LOCATE HOUSE ONTO EXISTING LOT IMMEDIATELY WEST OF 353 <br />ROSE LANE SUBJECT TO THE RECOMMENDATIONS OF THE CITY <br />PLANNER AS CONTAINED IN HIS REPORT DATED AUGUST 11, <br />1992, SUBJECT TO THE RECOMMENDATION OF THE PLANNING <br />COMMISSION, AND SUBJECT TO THE BUILDING OFFICIAL <br />INSPECTING THE HOUSE TO DETERMINE THAT IT MEETS CODE <br />REQUIREMENTS AND MEETS THE 60% OF NEW VALUE PROVISION <br />IN THE ORDINANCE <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Collova, Hanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />PROPERTY Mr. Henry Votel, Coronet Development, appeared before <br />DIVISION the Council requesting the division of Lots 6-10, Block <br />PARK & 9, North Heights Addition into two lots. Votel noted <br />LAKE STREETS that the lots are currently 25 foot lots, and these <br />CORONET lots combined with the adjacent 30-feet of vacated Lake <br />DEVELOPMENT Street can be subdivided into two residential lots. <br /> The properties would be sold to a developer who would <br /> construct single-family dwellings on the property. <br /> Votel noted that no variances are being requested. <br /> There is one sewer and one water stub into the <br /> property, therefore, additional stubs would be needed. <br /> Votel noted that he purchased the property via the <br /> Ramsey County tax-forfeit property auction. <br /> Collova asked about the Lake Street vacation. <br />The City Administrator noted that the street has been <br />vacated, but the necessary paperwork has not yet been <br />filed with the County. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />Page 5 <br />
