MINUTES <br />CITY COUNCIL <br />AUGUST 26, 1992 <br />RESOLUTION N0. 92-8-280 - APPROVING THE DIVISION OF <br />LOTS 6-10, BLOCK 9, NORTH HEIGHTS ADDITION, LOCATED AT <br />THE SOUTA CORNER OF LAKE STREET AND PARK AVENUE, AS <br />REQUESTED BY CORONET DEVELOPMENT <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Collova, Hanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />FINAL PLAT Hanson opened the public hearing to consider the final <br />COSTA plat for Costa Estates Phase II. Hanson noted that the <br />ESTATES Planning Commission has recommended approval of the <br />PHASE II final plat as submitted. <br />Mr. Bob DeBace, representing the Costa family, reported <br />that the final plat is exactly the same as the <br />preliminary plat which was approved in 1990. <br />Hanson asked the timetable for home construction along <br />Vanderbie. <br />DeBace reported that he has discussed this issue with <br />the City Administrator and City Engineer. DeBace <br />reported that it is felt that a road improvement on <br />Vanderbie should be ready to go in April depending on <br />the weather. When that project is completed, which <br />would include sewer and water, it is anticipated that <br />occupancy permits could be issued for new homes on <br />Vanderbie. DeBace stated that the option of beginning <br />construction prior to the project has been left open, <br />but occupancy permits would not be issued until it is <br />complete. <br />Blesener asked about the elevation of Vanderbie. <br />DeBace reported that new homes constructed on Vanderbie <br />would have to conform to street elevations. Some <br />elevation work has been done as part of the Costa <br />Estates preliminary plat, however, final elevations <br />will be presented in the feasibility report for the <br />road improvement. DeBace reported that in order to <br />meet FHA standards, garage floor elevations need to be <br />2 1/2 feet above road elevations. DeBace anticipated <br />the need to lower Vanderbie, but did not know how much <br />the road will need to be lowered. <br />Mr. Bruhn, Vanderbie Road resident, pointed out that an <br />elevation change on Vanderbie will effect a lot of <br />existing homes. <br />DeBace reported that the problem now is that the road <br />is too high and flat. DeBace felt the City Engineer <br />would design a road with a lower elevation so that it <br />will drain. <br />Page 6 <br />
