MINUTES <br />CITY COUNCIL <br />SEPTEMBER 2, 1992 <br />Lt. Dornbush, Ramsey County Sheriff's Department, <br />explained the CAD system that was made operational on <br />April 1st. This systems aids in better incident <br />reporting and better management of squads. Dornbush <br />also explained that the Legislature allowed school <br />districts to levy a$1 per capita charge for police <br />officer services in schools. The Mounds View, White <br />Bear Lake, and Roseville School Districts have <br />allocated this levy toward payment of DARE officer <br />salaries. Only about $4,000 or $5,000 of DARE officer <br />costs will not be recouped through this funding levy <br />and that cost is being split among the contracting <br />cities. <br />LaValle asked the number of investigators the Sheriff's <br />Department has. <br />Bergeron replied that there are 7 investigators in the <br />General Investigations Unit, plus 1 sergeant, 1 clerk <br />and 430 of 1 lieutenant. The contracting cities are <br />paying for 2 investigators, 1 sergeant, 1 clerk, and <br />the 43% lieutenant salary. The request for an <br />additional investigator does not reflect an increase in <br />staff, but rather a shift of costs to the contracting <br />cities for staffing that they already receive benefit <br />from. <br />Bergeron also reported to the Council on a 1989 study <br />that was done of the dispatching operation that <br />indicated that existing staffing was operating over <br />maximum, and recommended the addition of 9 people. <br />Only 2 were added at that time, and it was anticipated <br />that work levels would increase by 5% each subsequent <br />year. The County is now looking at the addition of two <br />more dispatchers, and it is hoped that with the <br />addition of the various computer systems this will <br />allow for an adequate level of service. <br />The City Administrator reported that the costs of <br />police protection have increased dramatically over the <br />last few years, however, justification for these <br />increases has been provided. The Administrator noted <br />that the City looked at alternatives to contracting <br />with the Ramsey County Sheriff's Department, however, <br />at this time the Sheriff's Department provides the best <br />value available. This does not mean that this issue <br />will not be looked at again in the future, however. <br />Bergeron pointed out that representatives of the <br />contracting cities have formed a user's group which <br />meets monthly and does long-range planning and problem <br />solving. Bergeron reported that this group is made up <br />of dedicated individuals who have worked very hard at <br />addressing many issues, including costs. <br />Page 6 <br />
