MINUTES <br />CITY COUNCIL <br />SEPTEMBER 2, 1992 <br />Scalze acknowledged the good service provided by the <br />Sheriff's Department, but noted that this is one <br />portion of the City's budget that increases every year <br />without much control by the City. Scalze noted that <br />Little Canada is the number one taxed-city and it will <br />be tough to change that rating if costs keep increasing <br />every year. <br />Bergeron pointed out that the problem over the last few <br />years is that the Sheriff's Department has had to play <br />catch-up for past sins in order to provide the level of <br />service that is needed. <br />Blesener reported that he sits on the Ramsey County <br />Capital Improvement Committee, and has learned that the <br />County has been too frugal in the past as far as <br />maintenance of their buildings. The County is paying <br />for this mistake now. Blesener acknowledged the <br />efforts of the user's group, and felt that as a result <br />of that group, the City has more input into the <br />operation of the Sheriff's Department. Blesener noted <br />that the cost of police protection for 1993 equates to <br />$53.92 per capita. <br />The City Administrator reported that the members of the <br />user's group ask tough questions of the Sheriff's <br />Department, and the Sheriff's Department has provided <br />justification for its requests and has proven not to be <br />frivolous with its requests. <br />The City Administrator pointed out that the Fire <br />Department is requesting a City contribution of $21,000 <br />toward the Fire Relief Pension Plan. In 1992 the <br />Department requested a$22,000 contribution, however, <br />the Council reduced that amount to $12,000. It is <br />anticipated that State Aid Fire Relief will be $21,000 <br />in 1993. <br />Bob DeBace, Fire Department Relief Association, <br />requested the $21,000 City contribution to keep Relief <br />benefits funded. <br />Scalze asked if there was a recommendation on benefit <br />levels from the Relief Association. <br />Blesener replied that there is no proposal from that <br />group at this time. Another meeting of the Relief <br />Association Pension Board will be held to finalize <br />their recommendation. <br />DeBace reported that the Board is discussing a per year <br />of service increase while attempting to keep the <br />unfunded balance down. <br />Page 7 <br />
