MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 1992 <br />the Park & Recreation Budget is projected to be under <br />budget for 1992. The City Administrator stated that <br />given the work load, it is his and the Recreation <br />Director's recommendation that the salary level not be <br />cut in 1992 and continue uncut in 1993. The <br />Administrator stated that if the salary levels are <br />reduced, there is concern about the City's ability to <br />retain the assistants which would result in an <br />increased workload on the Director. The City <br />Administrator felt that if the plan was to expand the <br />recreation program, the City should retain the two <br />assistants. <br />Scalze asked if the direction that the two assistants <br />have been going should be diverted. Scalze noted that <br />the goal of the program is to expand the program to all <br />citizens of Little Canada. Scalze suggested there may <br />be the need for more parental involvement so that the <br />program can expand into another direction. <br />The City Administrator sugqested that the solution <br />might be for the assistants to pick up more of the <br />youth program to free up the Director to concentrate on <br />expanding into new programs. <br />The Recreation Director reported that this has been <br />discussed, but not decisions made. There will need to <br />be more dialogue on this issue. <br />The Administrator reported that it is difficult to <br />substantiate reasons why the two assistants should <br />remain at full compensation, and the Administrator <br />reported that it was his feeling, based on what he has <br />seen, that they should. The Administrator pointed out <br />that when the transition was made to the full-time <br />Director, there were a lot of guesses being made, and <br />the $5,000 salary cut was made to balance the budget. <br />However, based on what has been seen to-date, perhaps <br />this was not the best decision. <br />Hanson asked if participation in the recreation program <br />was up. <br />The Director replied that there has been a slight <br />increase in participation. <br />Hanson suggested the need for more help in the program <br />from volunteers. <br />Morelan pointed out that all the youth sports teams are <br />run with adult volunteer coaches. Morelan also pointed <br />out the additional duties that have been taken over by <br />one of the Assistants at no additional salary. These <br />duties had been previously performed by another <br />individual. <br />Page 11 <br />
