MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 1992 <br />but this has nothing to do with the decision of how <br />much money the City should contribute towards the fund. <br />DeBace stated that he would like the Council to wait <br />for a recommendation from the Pension Board before <br />making a decision on pension benefit level. <br />Scalze did not feel the Council would be willing to go <br />below a 95% fundedness level. <br />DeBace suggested that there might be alternatives for <br />bringing the pension level fundedness up and to keep <br />the City's liability to a minimum. <br />Blesener pointed out that there are three votes to go <br />with the $16,500 City contribution and retention of <br />pension benefit level at $2,000. Blesener suggested <br />that the Council move on with its 1993 Budget review. <br />The City Administrator reviewed Decision package #2 <br />relating to senior citizen program costs. The <br />Administrator reported that staff and Council Member <br />Scalze has been meeting with Johanna Meath regarding <br />her role as senior citizen coordinator, and the <br />consensus is that the 55+ Club become a totally <br />self-sufficient organization with no direct <br />coordination by the City, and that the City take on <br />responsibility for providing older adult programs. <br />Based on this recommendation, the 1993 Budget could be <br />reduced by $3,190. <br />Council discussed the change, and felt that the City <br />would continue to work in conjunction with the 55+ <br />Club, but would offer programs not currently being <br />offered by the 55+ Club. <br />The Administrator presented Decision packet #3 and <br />reviewed his memo dated September 14th. The <br />Administrator pointed out that for purposes of <br />budgeting in 1992 he assumed a 95o collection rate. <br />That rate has been increased to 96o for 1993, and the <br />Administrator suggested that it could be increased to <br />97% or 98%, but that he would not recommend exceeding <br />98%. <br />Blesener pointed out that previously the City had <br />assumed a 95o collection rate. 5ince that rate has <br />already been increased to 960, he could not support an <br />additional increase. Council agreed. <br />The Administrator reviewed Decision packet #4 and <br />reviewed his memo dated September 14th.
