MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 1992 <br />usable is meeting ADA requirements and to have those <br />requirements evaluated in relation to what would be <br />required for that building. The Administrator noted <br />that there is a small amount of funding identified in <br />the budget for repairs. <br />Hanson reported that he believes there is a leak in the <br />roof at the old fire station in the area of the main <br />floor bathroom. <br />DeBace suggested that the leak could be coming from the <br />tower wall, and stated that someone would have to get <br />on the roof and take a look. DeBace also pointed out <br />that the roof is not very old. <br />Blesener suggested that Public Works try to determine <br />the location of the leak and make the necessary <br />repairs. <br />The City Administrator noted that he has budgeted $500 <br />for miscellaneous clean-up at the building, and felt <br />this amount was necessary for periodic cleaning, even <br />though groups using the lower level are responsible for <br />cleaning up after their use. It was estimated that the <br />Fire Department membership uses the lower level 8 to 10 <br />times each year and the LCRA uses it 8 times per year. <br />Currently the Fire Department has been doing general <br />maintenance of the lower level. <br />The City Administrator began a review of decision <br />package #1 reviewing in detail his letter dated <br />September 14th, as well as the previous Council <br />decision to increase the City's contribution to the <br />Firemen's Relief Association by $3,000 per year. The <br />Administrator also reviewed projections of the effect <br />on the Fire Relief Fund using various benefit levels as <br />well as future retirements. <br />Blesener pointed out that if the State decreases its <br />fire aid, that decrease will have to be made up by <br />either the City or through investment income. <br />The Administrator replied that this was correct. State <br />Aid, City contribution and interest earnings interact <br />to maintain a certain funding ratio. <br />DeBace estimated that if three fire fighters retired at <br />the end of 1992, the asset value in the Fire Relief <br />Fund given State Aid, interest money, and a City <br />contribution of $21,000 would be approximately $925,000 <br />and the funding ratio would be 950. <br />The City Administrator reviewed pages 11 and 12 <br />Page 5 <br />
