MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 1992 <br />Scalze asked if there would be a point where these <br />pass-through type expenses would not need to be <br />reviewed as part of the budget package. <br />The City Administrator reported that enterprise funds <br />would be set up for these types of programs. The funds <br />would then show both the revenues and expenses as well <br />as net impact, similar to what is done for Cable TV. <br />Hanson suggested that the $800 expenditure for <br />telephone at the old fire station could be reduced or <br />eliminated. Hanson suggested that parties using the <br />old fire station could pick up a cellular phone when <br />using the building, and the need for the telephone <br />could be eliminated. <br />The Council discussed this at length and it was the <br />consensus that the telephone would need to remain for <br />emergency purposes, pointing out the use of both the <br />upstairs and downstairs of the building, as well as the <br />storm shelter designation for that building. <br />Scalze stated pointed out the need for a more extensive <br />use of the building by the public in order to make the <br />building self-sustaining. <br />Council next discussed the Community Service area and <br />the elimination of the salary for part-time <br />coordinator. <br />Blesener suggested that Northwest Youth and Family <br />Services could be cut by $3,000 similar to what was <br />done last year. At the end of the year, if there is a <br />budget surplus, the City could then fund their entire <br />request. <br />Blesener also <br />from $3,000 to <br />is going to be <br />be funded. <br />Blesener asked <br />fees to offset <br />>uggested that Canadian Days be reduced <br />$2,000. Again, if it appears that there <br />a budget surplus, the full request could <br />about funding from Cable TV franchise <br />administrative fees. <br />The City Administrator reported that he has already <br />provided for that offset in the budget. <br />Scalze felt that the City needed to make use of the old <br />fire station in order to generate income to offset <br />expenses. <br />The City Administrator pointed out that the biggest <br />issue to address in order to make the building more <br />Page 4 <br />
