MINUTES <br />CITY COUNCIL <br />SEPTEMBER 23, 1992 <br />lease to both the State and the City. <br />Blesener pointed out the City's ordinance regulating <br />charitable gambling and the City's need to be informed <br />on these matters. Blesener noted that the second day <br />taken over by NSYA was that of Lake Owasso's. Blesener <br />asked if Lake Owasso can negotiate a lease agreement <br />with the landlord, if NSYA would give up that second <br />night so that Lake Owasso could resume its operation. <br />Matson replied that they would. Matson reported that <br />Lake Owasso has a dispute with the landlord on rent and <br />that is why they were not able to negotiate their <br />lease. Matson reported that NSYA has informed Lake <br />Owasso that if they do reach an agreement with the <br />landlord, NSYA would give the night back to them. <br />LaValle pointed out that if an organization leaves the <br />Little Canada Bingo Hall, there may be other City <br />organizations interested in taking over that night. <br />LaValle stated that he had no problem with approving <br />the second night for NSYA on a temporary basis, but if <br />the night becomes available on a permanent basis, then <br />he would like to know if there are any City <br />organizations interested in it. <br />Scalze did not believe that nights at the bingo hall <br />should be traded back and forth between charities. <br />Scalze also agreed to support a second night for NSYA <br />on a temporary basis. Scalze noted that when the <br />Little Canada Fire Department took over a second night <br />when NSYA was unlicensed for a month, it was a <br />temporary thing. Scalze stated that if a second night <br />becomes available on a permanent basis, she would like <br />all organizations who might be interested judged <br />independently, and did not feel NSYA should <br />automatically receive that second night because they <br />took over on a temporary basis. <br />Matson reported that NSYA feels they have been a good <br />player with Little Canada and consider themselves part <br />of the Little Canada family. NSYA feels their <br />contributions have been very good to the City. They <br />have been an excellent tenant at the bingo hall and <br />have not caused any problems. Matson stated that they <br />would like to feel that they would not be precluded <br />from having a second night at the binqo hall, and feel <br />they have earned the right to it. NSYA feels they need <br />an extra day at the hall with the qambling climate what <br />it is. In order to continue to exist, NSYA needs to <br />try to maximize their income. <br />Scalze pointed out that the Little Canada Fire <br />Department could make the same claim. <br />Page 11 <br />
