MINUTES <br />CITY COUNCIL <br />SEPTEMBER 23, 1992 <br />LaValle pointed out the previous situation when the <br />Fire Department took over NSYA's night for a month <br />rather than have the Bingo Hall closed one evening each <br />week. LaValle suggested that perhaps there is no one <br />interested in taking over Lake Owasso's night, however, <br />the Council does not know this. LaValle pointed out <br />that the Lake Owasso premise permit runs through June <br />of 1994. <br />Matson reported that they do not know what will happen <br />with the Lake Owasso situation, but if a lease <br />agreement is negotiated with the landlord, NSYA would <br />be willing to step back from the second night of bingo. <br />Matson reported that NSYA has a lot of facts and <br />figures it could share with the Council which would <br />show why the second night of bingo is important to <br />their success. <br />Blesener reported that it is his understanding that <br />Lake Owasso is not sure what it will do at this point. <br />Blesener also stated that it was his understanding that <br />the Fire Department was offered the second night by the <br />landlord, and they did not respond to this offer. <br />Blesener agreed that it would be a detriment to the <br />bingo hall to be closed one evening a week, and pointed <br />out that no one else has been knocking on the City's <br />door expressing interest in a night at the bingo hall. <br />Hanson stated he did not know if Lake Owasso was <br />continuing to attempt to negotiate a lease aqreement <br />with the landlord. Hanson thought that Lake Owasso's <br />position was that they could not pay the increased rent <br />being asked by the landlord since they would be fined <br />if they did so. <br />Blesener thought that the matter of maximum rent <br />allowable was in the courts at this time. <br />Matson was not sure of the outcome of that hearing, but <br />thought that the administrative law judge has ruled <br />that the landlord could charge the rent that he was <br />asking. Matson also reported that NSYA may have to <br />look at the $400 per session rent being charqed to <br />determine if they could afford that rent level. Matson <br />thought that this rent level may put the charities out <br />of compliance due to the decreased activity at the <br />bingo hall. <br />Matson reported that NSYA's annual audit has been <br />completed, and Matson presented the City with a copy of <br />that report. Matson pointed out that the audit has <br />been completed by a CPA, and the same firm will be <br />completing NSYA's monthly reports. <br />Page 12 <br />
