MINUTES <br />CITY COUNCIL <br />SEPTEMBER 23, 1992 <br />Dan Lindh explained that the building footprint will <br />remain the same. Lindh reported that the development <br />proposal was reviewed with Maxfield & Associates, and <br />they recommended that the number of one bedroom units <br />be increased. This reduction in two-bedroom units <br />resulted in more common space than was necessary, <br />therefore, the request for an additional one-bedroom <br />unit. <br />Scalze pointed out the initial concern by some of the <br />Council Members that 92 units may be too much. <br />Blesener did not feel that an increase of one unit made <br />much different, and stated that he could understand <br />reduction in the number of two-bedroom units caused an <br />increase in common space. <br />Lindh reported that the building would still contain a <br />substantial amount of common space. <br />LaValle was concerned about the cost of the project, <br />and pointed out the addition of beauty and barber shops <br />increased that cost. LaValle asked who would staff <br />these shops. <br />Lindh reported that they would not be staffed on a <br />full-time basis, but rather leased out to local <br />business people to come in on an as-needed basis. The <br />prices charged in the shops would be limited to prices <br />charged by the business people in their own shops. <br />Blesener felt these services were for the convenience <br />of seniors who perhaps cannot get out, but still <br />require the service. <br />There was no one from the general public present <br />wishing to comment on the rezoning and conditional use <br />permit applications. <br />Upon motion by Blesener, seconded by Scalze, the public <br />hearing on the rezoning and conditional use permit <br />applications was closed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-9-321 - APPROVING THE APPLICATIONS <br />SUBMITTED BY PRESBYTERIAN AOMES FOR REZONING OF <br />PROPERTY AT 2850 MARKET DRIVE FROM GENERAL BUSINESS <br />DISTRICT (B-3) TO RESIDENTIAL BUSINESS (RB) AND <br />CONDITIONAL USE PERMIT FOR ELDERLY HOUSING IN AN RB <br />DISTRICT <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Hanson, Collova, Scalze. <br />Nays (0).
