MINUTES <br />CITY COUNCIL <br />OCTOBER 7, 1992 <br />The Chief felt that the second priority on the Fire <br />Department's capital improvement list, after <br />refurbishing of 741, should be breathing masks for each <br />fire fighter. Estimated cost of the masks is $3,060. <br />The Chief reported that the Department currently has 21 <br />breathing masks and feels that an additional 18 should <br />be purchased. This would provide each fire fighter <br />with their own mask, plus three spares. The Chief <br />stated that it was important for each fire fighter to <br />have their own mask for sanitary reasons, and pointed <br />out that even crews doing clean-up work at a fire site <br />are required to wear masks. <br />The Chief next reported that fire fighters are due for <br />pulmonary tests, and reported that the Department feels <br />it necessary to have some additional testing done. The <br />Chief felt it won't be long before more extensive <br />physicals are required. The Chief reported that the <br />Department had budgeted $35 per fire fighter for the <br />pulmonary tests, and received a quote from Mid-Compas <br />of $15 per fire fighter. Mid-COmpas reported that the <br />additional testing would cost $45 per fire fighter, but <br />offered the additional testing at the Department's <br />budgeted amount. <br />The City Administrator suggested that from the <br />standpoint of accountability with regard to replacement <br />of fire trucks, procedures should be set up for <br />equipment replacement and financing. The Administrator <br />suqgested that the City needs a five-year program for <br />equipment replacement, and that the Fire Department <br />should be a part of that program. The Administrator <br />also suggested that when the Department is considering <br />a truck replacement, there should be involvement of <br />elected officials in determining the type of truck <br />being purchased and how that truck will be equipped. <br />This provides for more accountability on how dollars <br />are spent. <br />The Chief reported that before the new truck was <br />purchased, the Fire Department explained the need for <br />that truck to the Council as well as how the truck <br />would be paid for. The Department had expected <br />revenues from bingo to pay for the truck, however, <br />those revenues have been less than anticipated. The <br />Chief reported that he has discussed this with the City <br />Administrator, and had suggested that either the <br />Department could borrow the money from a bank, or ask <br />for a commitment from the City for the remaining <br />balance. <br />Hanson agreed that there is a need to set up a <br />procedure in the future to look at justification for <br />Page 3 <br />
