MINUTES <br />CITY COUNCIL <br />OCTOBER 7, 1992 <br />Hanson noted that the City's bonded indebtedness drops <br />off after 1999, and after that time it may be easier <br />for the City to get into a program of equipment <br />replacement. <br />Hanson suggested that if the Council agrees to pay the <br />remaining balance due on the ordered fire truck, there <br />should be a formal contract spelling out the details, <br />such as the Fire Department's commitment of future <br />gambling proceeds to off-set the City expenditure as <br />well as turning over the fees from the sale of the 1969 <br />fire truck to the City. Hanson asked who holds title <br />to the fire vehicles. <br />The Chief replied that the Little Canada Fire <br />Department holds title, but suggested that the City <br />could be listed on the title of the new truck until the <br />loan is repaid. <br />Boss aqain pointed out the age of the existing <br />equipment and the need to begin planning for the next <br />replacement. Boss indicated that if the Fire <br />Department continues in charitable gambling, that money <br />would go toward the replacement of vehicles. Boss <br />suggested that the replacement cycle be determined, and <br />then financing issues could be resolved. Boss pointed <br />out that every six years, the oldest fire vehicle will <br />be between 23 and 25 years old. <br />The Chief noted that it is much easier to re-sell <br />vehicles that are 20 years old or newer. <br />The City Administrator noted the need to development a <br />replacement plan which is acceptable by the Fire <br />Department and City Council. We then need to evaluate <br />financing options. Finally, a procedure should be <br />established outlining the steps that would be followed <br />in replacing a vehicle, such as City input into type of <br />truck and how it is equipped, bidding of the vehicle, <br />etc. The Administrator suggested that this procedure <br />be in place so it can be used by future Councils and <br />Fire Department officials. <br />Boss asked if it were true that excess funds in the <br />Fire Station building fund could be used to pay off the <br />fire truck since the Fire Department was active in <br />raising funds for acquisition of the site. <br />The City Administrator reported that Bond Counsel <br />indicated that since there are donated funds in the <br />Building Fund, those donated funds could be used for <br />equipment purchase. <br />LaValle asked how the last pumper was purchased. <br />Page 5 <br />
