MINUTES <br />CITY COUNCIL <br />OCTOBER 7, 1992 <br />The Chief reported that the City financed the purchase <br />with a capital note. Previously purchased pieaes of <br />equipment were paid for by the Fire Department either <br />through fund-raising efforts or loans. <br />Scalze pointed out that other cities have groups which <br />are increasing their fund-raising efforts, and asked <br />why events such as the Fire Department booya are no <br />longer held. <br />The Chief replied that the booya did not continue <br />because of the great amount of work that was involved <br />by the same few people, with relatively little return. <br />Boss pointed out that over the last 15 years there have <br />been many educational mandates on fire fighters which <br />are taking up more and more time. It is difficult to <br />expect fire fighters to do their jobs and continue <br />their education in the field and still expect them to <br />hold fund-raisers. Boss pointed out that other groups <br />such as the Lions, for example, exist solely for <br />fund-raising purposes. <br />LaValle asked if the fire trucks belong to the Fire <br />Department or the City. <br />Boss replied that the trucks are for the benefit and <br />use of the citizens of Little Canada. <br />5calze informed the Fire Department that the Council <br />gets a lot of these questions from citizens. <br />Hanson felt that a lot of the questions are prompted by <br />the City's #1 tax status. <br />The Chief did not feel that it was the new fire station <br />or the fire truck that has been ordered that put the <br />City in the #1 tax status, but rather the City's <br />percentage of bonded debt. <br />Scalze pointed out that the Council has no control over <br />the bonded debt situation that developed in the 1960's. <br />Boss reported that if he were questioned about the Fire <br />Department, he would reply that he is proud of the <br />Department, and if it was not for the Department's <br />activity in fund-raising, taxes would be a lot higher. <br />Scalze agreed that the Fire Department does a good job, <br />but pointed out that the Council does get questions <br />because of the City's #1 tax status. <br />Council discussed the use of the remaining Fire Station <br />Page 6 <br />
