MINUTES <br />CITY COUNCIL <br />OCTOBER 7, 1992 <br />Department work out the details of the transaction, and <br />present it to the Council at its next meeting. <br />Blesener then suggested that long-range planning for <br />future equipment replacement could be worked out in the <br />near future. Other Fire Department capital improvement <br />requests will then be prioritized as part of the City's <br />capital improvement list. <br />Aanson noted that of the 10% capital improvement <br />donation required of the various charities, only the <br />Fire Department receives a return benefit from that <br />donation. <br />It was the consensus of the Council to have formal <br />approval of the financial transaction at the October <br />14th meeting, with concept approval of a procedure and <br />policy for future Fire Department truck replacements. <br />The City Administrator reported that the City Attorney <br />has reviewed the issue of use of excess Fire Station <br />building funds to pay the remaining balance on the fire <br />truck and finds no problem with it. The Administrator <br />suggested that perhaps a contract amendment is needed <br />to discuss this matter specifically. <br />Boss reported that the Little Canada Fire Department <br />does have an interest in a second night at the Little <br />Canada Bingo Hall. <br />The Chief noted that a second night was never offered <br />the Fire Department by the landlord. The Chief <br />reported that the Department is currently in <br />negotiations with the landlord on their lease. <br />Scalze pointed out that if a tenant cannot negotiate a <br />lease with the landlord, there is nothing that the City <br />will be able to do. <br />Boss reported that he has submitted a letter to the <br />Council expressing interest in the second night of <br />bingo, and in that letter he outlines the City's <br />charitable gambling provision that discusses new <br />premise permits for local organizations only. <br />LaValle agreed that the ordinance says that any new <br />organization must have a Little Canada address for the <br />prior three years. <br />Boss reported that the Fire Department's lease is up at <br />the bingo hall the end of October. Boss stated that <br />the Department is attempting to negotiate a reasonable <br />lease with the landlord. <br />Page 8 <br />
