MINUTES <br />CITY COUNCIL <br />OCTOBER 7, 1992 <br />building fund for financing the unpaid balance on the <br />new fire truck. It was noted that there is an unpaid <br />balance of $128,627, and approximately $140,000 in the <br />building fund. Boss indicated that there may be <br />additional contributions from the Department's <br />charitable gambling activities in the next month. <br />Blesener noted that the truck must be paid for. <br />Blesener suggested that the building fund be used, and <br />that the Department then pay these monies back. The <br />money could then be set aside for the next truck <br />purchase. Blesener commented that it is a fine line on <br />where ownership of the fire trucks lie, and suggested <br />that the entire City owns these trucks. <br />Boss reported that the Department's goal would be to <br />set aside $100,000 for the next truck replacement from <br />charitable gambling funds, with perhaps 10% of the <br />Department's charitable gambling funds going to other <br />functions. <br />Hanson asked if the Council would need to officially <br />act on the payment of the remaining balance for the <br />fire truck from building funds at the next meeting. <br />The City Administrator replied that this was correct, <br />but suggested that the transaction could take place <br />prior to the next meeting if the consensus of the <br />Council was to approve this expenditure. The <br />Administrator reported that he discussed the matter <br />with Council Member Collova who supports it. <br />The Chief noted that proceeds from the sale of the old <br />fire truck will be given to the City. <br />The Administrator suggested that these funds then be <br />placed into a fund for purchase of the next fire truck <br />replacement. <br />Blesener suggested that if the money were put into the <br />Capital Improvement Fund, even though its main purpose <br />might be for fire truck replacement, if another capital <br />expenditure comes along that is deemed necessary, these <br />funds could be used. <br />Scalze questioned this, and stated that she did not <br />want to see the funds depleted so that there would be <br />inadequate funds for truck replacement. <br />Boss agreed that there was a need to begin to <br />accumulate funds for the next truck replacement. <br />Blesener suggested that the City Administrator and Fire <br />Page 7 <br />
