McCumber also <br />asked where the City contribution toward the project <br />would come from. <br />Hanson reported that it will ultimately be the <br />Council's decision on whether or not to order the <br />improvement. <br />The City Administrator reported that funds from the <br />City's Capital Replacement Account would be used to pay <br />the City's portion of the improvement. This account <br />was established for funding such items as replacement <br />of utility systems, or covering costs involved in <br />difficult assessment situations such as improvements <br />where there are only single frontages or oversizing <br />requirements. The funds in this account were derived <br />from utility fees on the system. <br />Mark Healy, 3070 Edgerton, asked about the property <br />under the powerline easement. <br />The City Engineer replied that large properties that <br />could be subdivided would be assessed for the number of <br />lots that could be developed. The assessments on the <br />future lots could be deferred until the property is <br />actually developed. Properties lying under the NSP <br />easement that are unbuildable would not be assessed. <br />The City Administrator reported that the issue is one <br />of benefits received. There would be no benefit to NSP <br />for a water main improvement since the property is <br />unbuildable. The same situation is true when roads <br />intersect along Edgerton. That portion of property <br />that is used as roadway is not incorporated in the <br />amount of lineal footage that is determined to be <br />assessable. <br />Irv Schmuck, 2688 Edgerton, asked when the improvement <br />would occur. <br />The City Engineer reported that if the improvement is <br />ordered, he would be putting together plans and specs <br />over the winter months.
