It is hoped <br />that the project could be combined with others to <br />achieve a cost savings. <br />Schmuck asked if property owners would be required to <br />connect to City water. <br />Hanson replied that they would not. <br />Schmuck pointed out that he has a double-fronting lot, <br />and asked if this would effect his assessment. <br />The City Engineer replied that it would not. However, <br />the City may need an easement to run the watermain up <br />the property line from Keller Parkway to Edgerton. The <br />Engineer pointed out that it is proposed to assess the <br />project on a per lot basis. Costs of easements would <br />become part of the project costs, and would effect the <br />amount of the assessment for all benefitted properties. <br />John Radford, 685 Keller Parkway, asked when water main <br />might be extended up Keller Parkway. <br />The City Engineer reported that that would be a very <br />difficult area to serve because there is only one side <br />of the street that could be assessed. Typically, the <br />City addresses such improvements when they are <br />petitioned for by the property owners. <br />Hanson noted that it would take signatures by 35% of <br />the property owners involved in order for a petition to <br />be adequate. If an adequate petition is received, the <br />Council would call for a feasibility study. <br />Blesener pointed out that an improvement in this area <br />was looked at a few years ago and it was very <br />expensive, roughly $10,000 per lot. <br />Radford asked if a property owner could decide where he <br />wants the water stub placed. <br />The City Engineer reported that if the improvement is <br />ordered, he would send letters to the property owners <br />with a lath asking that they place the lath to indicate <br />the location they wish the water stub placed. The <br />letter will suggested that the property owner contact a <br />plumber to determine the best location for the water <br />stub. If the property owners does not place the lath, <br />the Engineer's office will try to place the stub in the <br />best location possible. <br />Rod Kleis, 3006 Edgerton, was concerned about the cost <br />of the project.
