MINUTES <br />CITY COUNCIL <br />OCTOBER 13, 1992 <br />out that if there was a copper line to the Karon home, <br />it would be typically sticking out into the basement. <br />Karon felt that a major of the property owners should <br />be in favor of an improvement rather than 35%. <br />Hanson explained that the 35o figure is only necessary <br />to petition for a public hearing to consider an <br />improvement. <br />Karon felt that the loop system will benefit the <br />northeast quadrant of the City and that that area <br />should pay for the improvement. <br />Collova pointed out that the property owners alonq <br />Edgerton would benefit by the water main improvement, <br />and looping the water main provides for a better <br />overall system. <br />Blesener pointed out that when an improvement is <br />petitioned for it take a 3 to 2 vote of the Council in <br />favor to order the improvement. When an improvement is <br />Council initiated, as the section on Edgerton north of <br />LaBore Road, it takes 4 affirmative votes of the <br />Council to order the improvement. <br />Karon asked that the Council reconsider the method <br />proposed to assess the cost of the improvement pointing <br />out that he has the narrowest lot along Edgerton. <br />Karon indicated that he has good well water and would <br />not connect to City water unless he needed it. <br />The resident at 618 County Road D indicated that she <br />was in favor of the water main improvement because of <br />health concerns. That resident stated that <br />contaminated well water was a big concern, and felt the <br />cost associated with the improvement was minor in <br />return for pure water. <br />Lori Anderson, 2903 Edgerton, indicated that she and <br />ten neighbors put in new wells a few years ago at a <br />great cost. The issue with the improvement in her <br />opinion was the cost. Anderson asked if there was <br />anyway the costs could be relooked at and lowered for <br />the residents. <br />The City Administrator indicated that the $3,800 per <br />lot estimate is hoped to be high. It is hoped that by <br />combining the improvement with other City projects, the <br />bids will come in low. The Administrator reported that <br />the City is trying to find the most cost effective <br />method for handling the improvement. <br />Page 16 <br />
