MINUTES <br />CITY COUNCIL <br />OCTOBER 13, 1992 <br />Engineer noted that typically the estimates for <br />improvements are a somewhat high. Actual costs will <br />not be known until the project is ordered, bids taken, <br />and the project is completed. The Engineer pointed out <br />that assessments must equal benefits received, and the <br />City cannot assess beyond the increase in property <br />value as a result of the improvement. <br />Hanson asked for a clarification of the water main <br />improvement. <br />The City Engineer explained that the water main project <br />includes the placement of the lateral main and <br />extension of service up to the property line. It will <br />be the individual property owner's responsibility for <br />contracting to connect their homes with the water main <br />stub at the property line. <br />Jim Eddy reported that some of the homes in the area <br />are already connected to City water. <br />The Engineer noted that those <br />have City water would not be <br />part of this improvement. <br />properties that already <br />assessed for water main as <br />Collova asked if property owners would be required to <br />connect to City water. <br />The City Administrator did not believe that the City <br />would require the property owner to connect to City <br />water. <br />Scalze pointed out that even though the City would not <br />require a property owner to connect, there would be a <br />quarterly $12 water availability charge to cover the <br />cost of upkeep of the water main. <br />Mike Peyer, 2900 Vanderbie, asked the current width of <br />Vanderbie. <br />The Enqineer replied that Vanderbie is 26 to 28 feet <br />wide. The proposal is for a 32-foot wide street, which <br />would actually measure 33 feet from back-of-curb to <br />back-of-curb. <br />Peyer asked if the City would be absorbing some of the <br />cost of restoration. <br />The Engineer replied that restoration costs are covered <br />in the street reconstruction estimate, and the City <br />would be paying 20% of street reconstruction. <br />Peyer asked if the level of Vanderbie would be lowered. <br />Page 3 <br />
