MINUTES <br />CITY COUNCIL <br />OCTOBER 13, 1992 <br />the road beyond repair. If the road reconstruction is <br />ordered, the final lift of bituminous would not be put <br />in until the new development was completed for the most <br />part. <br />The Engineer described the area that is involved in the <br />improvement. The Engineer noted that road <br />reconstruction would consist of a 32 foot wide street <br />with concrete curb and gutter and water main. There is <br />some storm sewer existing in the area, and there would <br />be additional storm sewer improvements that would be <br />tied in. <br />The Engineer outlined project costs as follows: <br />Street Improvements $424,310 <br />Storm Sewer Improvements 76,984 <br />Water Main Improvements 120,402 <br />Total Project Cost $621,696 <br />The Engineer noted that City policy is to assess 80% of <br />total project costs for street reconstruction and 100% <br />of the cost of curb and gutter. City policy has been <br />for the City to pay 100% of storm sewer costs. The <br />Engineer noted that the City is proposing to pay the <br />cost difference to place an 8" trunk main on Allen <br />Avenue in lieu of a 6" lateral line. Under this policy <br />the City's share of the improvement costs would be: <br />Street Improvements $ 76,622 <br />Storm Sewer Improvements 76,984 <br />Water Main Improvements 9,910 <br />Total City Portion $163,516 <br />The Engineer noted that this would leave $458,180 to be <br />assessed. The Engineer described his proposed formula <br />for calculating assessments, which involved a per <br />lineal foot assessment for street at $75.7735, and a <br />per lot assessment for water main at $2,301.92. Under <br />this formula a typical 100 foot lot would be assessed <br />an estimated $9,879.27 for street reconstruction and <br />water main improvement. The Engineer noted that the <br />cost of street restoration is included in the street <br />reconstruction costs rather than water main costs. <br />Next the City Engineer presented an example assessment <br />roll for the project based on the costs presented.
