MINUTES <br />CITY COUNCIL <br />OCTOBER 13, 1992 <br />it is difficult to estimate what interest rates might <br />be at the time of assessment. <br />Bruhn asked if there would be a charge for water if <br />property owners continued to use their wells. <br />Blesener pointed out the $12 charge per quarter for <br />water availability. Blesener also noted that in his <br />home he connected to City water for inside use, but <br />maintains his well for watering. <br />Hanson reported that if a property owner abandons their <br />well, it must be sealed. There is a grant program <br />available that will pay up to 50% of the cost of <br />sealing abandoned wells. <br />Bruhn asked if a property owner could still get a <br />permit for a well if water main is available. <br />The City Administrator believed that would be regulated <br />by the Department of Health. The Administrator <br />reported that wells are becoming a bigger and bigger <br />issue, and the Department of Health is trying to get as <br />many abandoned wells sealed as possible. <br />One of the property owners in the area reported that <br />Johnson Well Drilling indicated that a property owner <br />could get a permit to repair a well, but not for a new <br />well if there was City water available. <br />Sandy Fardun reported that she is interested in <br />purchasing the property at 2895 Vanderbie, however, if <br />the improvement is ordered, the mortgage company will <br />require that they escrow 1 1/2 times the estimated cost <br />of the improvement. Fardun also reported that when she <br />contacted the City previously about the improvement, <br />she was told that the estimated cost was $68 per front <br />foot. Fardun asked why the increase. <br />The City Engineer reported that the rate increased <br />after he took another look at the assessable front <br />footage and adjusted that amount downward by <br />approximately 300 feet. The Engineer reported that he <br />was trying to get as accurate figures as possible for <br />the hearing tonight. <br />The City Administrator reported that he spoke with Ms. <br />Fardun about the estimated costs and told her that the <br />figures were just estimates. <br />Fardun reported that she would not be faced with <br />escrowing of these funds if the project was not ordered <br />Page 6 <br />
