MINUTES <br />CITY COUNCIL <br />OCTOBER 13, 1992 <br />for a few weeks. <br />The City Administrator reported that assessments become <br />pending at the time that the Council orders an <br />improvement. <br />Hanson agreed that it was a difficult situation. <br />Hanson pointed out that costs of improvements are not <br />decreasing. Streets are qetting beat up, and the City <br />only has so many maintenance dollars to put into a <br />street. <br />Bruhn stated that he would be happy if the cost of the <br />street reconstruction and water main improvement did <br />not exceed the $9,800 estimated. Bruhn reported that <br />he owns property in Wisconsin and is faced with a <br />similar improvement on that property. The costs of <br />that improvement are somewhat less. <br />The City Engineer pointed out that the subsoils in the <br />area are very soft, and this has increased the cost of <br />the project. The Engineer pointed out that it is <br />estimated that the new street would have a 20-year <br />life, and water main has a 60 to 80 year life. <br />Peyer asked if construction would commence next summer. <br />The City Engineer anticipated that plans and specs <br />would be prepared over the winter, and the project bid <br />in early March, so that there could be spring <br />construction. It would be likely that the wear course <br />would not be put on the first year, however, due to the <br />anticipated construction traffic in the area next <br />summer. <br />Jim Eddy reported that LaBore Road was not a bad street <br />until the buses and DeSOto construction traffic began <br />using it. <br />The Engineer reported that LaBore Road is being <br />constructed to 9-ton standards due to the heavier <br />traffic use. <br />There was no one else from the general public present <br />wishing to comment on this matter. <br />Upon motion by Blesener, seconded by Scalze, the public <br />hearing was closed. <br />Blesener noted that the Council has heard no opposition <br />to the project. <br />Aanson pointed out that there is a deferment of <br />assessments available for senior citizens. <br />Page 7 <br />
