MINUTES <br />CITY COUNCIL <br />OCTOBER 14, 1992 <br />RESOLUTION NO. 92-10-362 - RESCHEDULING THE NOVEMBER <br />11TH REGULAR COUNCIL MEETING TO WEDNESDAY, NOVEMBER 18, <br />1992 AT 7:30 P.M. DUE TO VETERAN'S DAY OBSERVANCE ON <br />NOVEMBER 11TH, WITH DISCUSSION OF 1993 SALARY ISSUES TC <br />TAKE PLACE AT TAAT MEETING AS WELL <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) LaValle, Collova, Hanson, Scalze, Blesener. <br />Nays (0). Resolution declared adopted. <br />WATER WORKS The City Administrator reported that staff believed <br />TRAIL that the details of the agreement for trail improvement <br />on the Water Works property had been worked out. <br />However, when the City received a copy of the <br />agreement, it did not provide for due process for the <br />City should problems be identified with the <br />improvement. The Administrator reported that he has <br />discussed this issue with the general manager of the <br />Water Department who is agreeable to a due process <br />provision in the agreement. The City Administrator <br />suggested that should this issue not be resolved <br />between staff, that he be authorized to discuss it with <br />the Water Board. It was the suggestion of the City <br />Administrator that should the Water Board not agree to <br />a due process provision, that the improvement not <br />proceed. <br />Mr. Collova introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-10-363 - AUTHORIZING THE CITY <br />ADMINISTRATOR TO MEET WITH THE ST. PAUL WATER BOARD ON <br />THE ISSUE OF DUE PROCESS PROVISION FOR WATER WORKS <br />TRAIL IMPROVEMENT <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Collova, Blesener, xanson, LaValle, Scalze. <br />Nays (0). Resolution declared adopted. <br />RAMSEY The City Administrator reviewed the correspondence in <br />COUNTY Council agendas regarding ranking of County capital <br />CAPITAL improvement projects within the City. Council <br />IMPROVEMENTS compared the recommendations of the City Engineer and <br />Public Works Superintendent, and supported the ranking <br />as recommended by Public Works. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RE50LUTION NO. 92-10-364 - ACCEPTING THE RECOMMENDATION <br />OF THE PUBLIC WORKS SUPERINTENDENT FOR RANKING OF <br />RAMSEY COUNTY CAPITAL IMPROVEMENT PROJECTS WITHIN THE <br />CITY OF LITTLE CANADA AND AUTHORIZATION SUBMISSION OF <br />THIS RANKING TO RAMSEY COUNTY <br />Page 14 <br />
