MINUTES <br />CITY COUNCIL <br />OCTOBER 14, 1992 <br />WATER TOWER The City Administrator reported that as part of the <br />final contract with Rainbow Painting, the water tower <br />requires a reinspection. This inspection would be <br />preformed by AEC Engineering with Rainbow Painting <br />required to make the corrections identified at no cost <br />to the City. Cost of that inspection is $2,000. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-10-365 - AUTHORIZING THE REINSPECTION <br />OF THE CITY WATER TOWER BY AEC ENGINEERING AT A COST OF <br />$2,000 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, Hanson, LaValle. <br />Nays (0). Resolution declared adopted. <br />RELEAF Scalze reported that the City has received approval <br />GRANT of a matching grant in the amount of $20,200 through <br />PROGRAM the Releaf Grant Program. The original application was <br />for a$22,000 grant, however, the area of Little Canada <br />Road was not funded since this is an east/west street <br />and the emphasis of the grant program was on energy <br />conservation. Scalze noted that only 11 out of 39 <br />applications received grant funding. <br />VOUCHERS Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-10-366 - APPROVING THE VOUCHERS <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Hanson, Collova, Scalze. <br />Nays (O). Resolution declared adopted. <br />CHARITABLE LaValle reported that he has received calls and <br />GAMBLING comments regarding the City's charitable gambling <br />ordinance allowing only one bingo hall within the City. <br />It is felt that this has created a monopoly for one <br />property owner and resulting in that property owner <br />charginq whatever rent is desires. LaValle suggested <br />that the City Attorney contact the City of St. Paul to <br />determine if they have any restrictions on the amount <br />of rent that is charged at bingo halls, as well as <br />determine how that rent is based. LaValle also <br />suggested that staff survey businesses in Little Canada <br />to determine the market rental rate for warehouse <br />office and rental space.
