MINUTES CITY COUNCIL OCTOBER 14, 1992 the bingo hall far exceed the market rental rate in the City, perhaps the City should look at restricting the amount of charitable gambling rents that can be charged. LaValle stated that he did not want to see multiple bingo hall licenses issued, and felt that the way to address the issue would be to limit allowable rent more stringently than what the State does. Collova agreed that the issue needed to be looked into and felt that rents at the bingo hall should be competitive to what is being charged in the market. Scalze agreed and pointed out that the charities are currently struggling. Scalze pointed out that the City has created a monopoly by issuing only one bingo hall license. LaValle believe that rents was only one factor, and felt that there were other areas of expense that could be cut by the charities. Scalze suggested that staff check with Roseville and Arden Hills on the rental rates at bingo halls in those cities. Blesener felt the ceiling that the State has put on rental rates is too high and appears to be way over market. LaValle felt that part of the reason for these ceilings was the lobbying efforts of VFW's and Legions since these organizations own their own halls and are, in effect, paying themselves rent. LaValle suggested that once this information is obtained, a committee of the Council meet and formulate a recommendation for presentation to the full Council at its October 28th meeting. Mrs. Scalze introduced the following resolution and moved its adoption: RESOLUTION N0. 92-10-367 - INSTRUCTING CITY STAFF TO INVESTIGATE MARKET-RATE RENTS WITHTN THE CITY FOR COMMERCIAL AND INDUSTRIAL SPACE~ AS WELL AS RENTS BEING CHARGED AT BINGO HALLS OPERATING IN THE CITIES OF ARDEN HILLS AND ROSEVILLE The foregoing resolution was duly seconded by Collova.
