MINUTES <br />CITY COUNCIL <br />OCTOBER 14, 1992 <br />the bingo hall far exceed the market rental rate in the <br />City, perhaps the City should look at restricting the <br />amount of charitable gambling rents that can be <br />charged. <br />LaValle stated that he did not want to see multiple <br />bingo hall licenses issued, and felt that the way to <br />address the issue would be to limit allowable rent more <br />stringently than what the State does. <br />Collova agreed that the issue needed to be looked into <br />and felt that rents at the bingo hall should be <br />competitive to what is being charged in the market. <br />Scalze agreed and pointed out that the charities are <br />currently struggling. Scalze pointed out that the City <br />has created a monopoly by issuing only one bingo hall <br />license. <br />LaValle believe that rents was only one factor, and <br />felt that there were other areas of expense that could <br />be cut by the charities. <br />Scalze suggested that staff check with Roseville and <br />Arden Hills on the rental rates at bingo halls in those <br />cities. <br />Blesener felt the ceiling that the State has put on <br />rental rates is too high and appears to be way over <br />market. <br />LaValle felt that part of the reason for these ceilings <br />was the lobbying efforts of VFW's and Legions since <br />these organizations own their own halls and are, in <br />effect, paying themselves rent. <br />LaValle suggested that once this information is <br />obtained, a committee of the Council meet and formulate <br />a recommendation for presentation to the full Council <br />at its October 28th meeting. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-10-367 - INSTRUCTING CITY STAFF TO <br />INVESTIGATE MARKET-RATE RENTS WITHTN THE CITY FOR <br />COMMERCIAL AND INDUSTRIAL SPACE~ AS WELL AS RENTS BEING <br />CHARGED AT BINGO HALLS OPERATING IN THE CITIES OF ARDEN <br />HILLS AND ROSEVILLE <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) Scalze, Collova, LaValle, Hanson, Blesener. <br />Nays (0).
