MINUTES <br />CITY COUNCIL <br />OCTOBER 28, 1992 <br />The committee also determined that bingo hall rents <br />were not the only area where an improvement in terms of <br />cost savings could be gained. Other areas of expense, <br />such as rents for pull-tab sites and compensation of <br />gambling officials should be given attention. However, <br />the committee felt that the charities should attempt to <br />address these issues before City involvement is <br />warranted.. <br />LaValle pointed out that the committee spent a lot of <br />time on the issue. LaValle stated that at this time he <br />was not in favor of establishing rent restrictions, but <br />pointed out that some charities have approached the <br />City indicating that the City has created an <br />inequitable situation for them since there is only one <br />bingo hall license allowed by ordinance. LaValle felt <br />that the entire issue needed more study than could be <br />accomplished in a week and a half. <br />Scalze pointed out that gambling control is not an area <br />that the City choose to get involved in, but did so at <br />the request of a number of charities. Scalze felt that <br />the City came up with a pretty good ordinance. Scalze <br />pointed out that as part of the gambling ordinance, the <br />City requires the submission of financial information. <br />If the City requires such information, and determines <br />that details of that information is in line or not, the <br />City then has a responsibility to address the <br />situation. Rent control is an area that the Council <br />was hesitant about gettinq involved in, however, there <br />was concern expressed by some of the charities, and <br />that is what brought the situation to where it is <br />today. <br />Blesener stated that he did not want to get into too <br />much control in the area of charitable gambling. <br />Blesener stated that he would like to see the free <br />market work to control rents. Blesener stated that it <br />was his opinion that there are other facilities in the <br />City that could support a bingo hall, and if the <br />charities came to the City as a group wanting to <br />negotiate for another location, he would be open to <br />considering it. <br />Collova agreed. Collova stated that he did not want to <br />get into regulation, but it appears that that is where <br />the City is. Collova stated that he believed in the <br />free market system. Collova pointed out that the City <br />created a monopoly in granting only one bingo hall <br />license, and it is time that this is opened up so that <br />the City can see what the real market is. <br />Jan Thul, President of Lake Owasso Residence Volunteer <br />Council, felt it was a very good idea for the Council <br />to look into the situation since a monopoly has been <br />created by the issuance of one bingo hall license. <br />Page 10 <br />
