MINUTES <br />CITY COUNCIL <br />OCTOBER 28, 1992 <br />provided that there was the proper reasoning involved. <br />If the thought is to decrease the leased space to just <br />under 12,000 square feet to bring the rent down to $300 <br />per session, that might be questionable. Short stated <br />that if a section of the bingo hall could be leased for <br />another purpose and it was economically feasible to do <br />so, that would be fine. Short stated that his feeling <br />is that the bingo hall should be larqer. Short felt <br />that the seatinq area should be increased and the <br />charities should be doing some promoting of their <br />operation. <br />LaValle did not believe that decreasing the rent by <br />$100 per session would make the difference to bring the <br />charities into compliance. LaValle agreed that the <br />gambling dollar is shrinking, and the charities must <br />look at other areas as well if they want to continue in <br />business. Attendance is down. Perhaps a smaller bingo <br />hall would be better. LaValle pointed out that the <br />average sized bingo hall is just under 9,000 square <br />feet. <br />Short suggested that the committee continue working on <br />this issue and that the committee be expanded to <br />include some gambling managers and himself. Issues <br />such as size of the bingo hall should be considered. <br />Short suggested that a rent of 8% of the gross profit <br />would not be out of line. Short also suggested that <br />the charities analyze their biggest expenses. Short <br />also suggested that perhaps additional bingo sessions <br />was the answer. <br />Hanson acknowledged Short's statement about no increase <br />in rent in the last five years, and asked what the <br />property taxes for the building have done. <br />Short replied that the property taxes have increased, <br />but did not feel the increase was tremendous. Short <br />indicated that the most dramatic increase in costs has <br />been for heating and air conditioning. Short indicated <br />that the bingo hall is a high-maintenance type <br />business. Short also indicated that a shopping center <br />is not a suitable location for a bingo hall due to the <br />crowds of people involved. Short felt that a bingo <br />hall was best located in a free-standing facility for <br />efficiency and security purposes. <br />Scalze asked if it was the consensus of the Council to <br />expand the committee as suggested by Mr. Short. <br />LaValle pointed out committee discussion about asking <br />some private citizens to sit on the committee.
