MINUTES <br />CITY COUNCIL <br />OCTOBER 28, 1992 <br />Department's lease. <br />Fahey replied that the Fire Department has an agreement <br />with the landlord to extend their lease on a <br />month-to-month basis at the present time. <br />Short asked what process should be followed by a <br />charity in obtaining a premise permit, should the <br />charity first negotiate a lease with the landlord, or <br />seek approval of the Council first. Short pointed out <br />that Lake Owasso wants a lease, the Fire Department <br />would like approval for a second night of bingo, and <br />NSYA currently has a second day of bingo which the City <br />is concerned about. Short pointed out that neither he <br />nor the charities are sure about the process which <br />should be followed. <br />LaValle pointed out that the City's ordinance limits <br />premise permits to non-profit orqanizations that have <br />had a Little Canada address for the past three years. <br />LaValle stated that any organization meeting this <br />criteria can go to the landlord and negotiate a lease, <br />and then make application to the State and the City for <br />a premise permit. However, it is the City that must <br />sign off on the premise permit application before it <br />can be submitted to the State for final approval. <br />Short asked if NSYA met this criteria. <br />Scalze indicated that any change at the Little Canada <br />Bingo Hall must come back to the City for approval. <br />This City is a player in this situation. All <br />organizations must conform to the City's ordinance <br />which was drafted at the request of the charities and <br />with their input. The ordinance is explicit about the <br />three year residency requirement, and Scalze noted that <br />this is no different that what the Cities of Roseville <br />or Maplewood require. The ordinance in those cities <br />would preclude a Little Canada organization from <br />getting a license in Roseville or Maplewood. <br />Short asked about Lake Owasso, pointing out that this <br />organization held a lease at the Little Canada Bingo <br />Hall until June 30th of this year. <br />Scalze noted that the lease is now expired. <br />Short indicated that all leases at the bingo hall are <br />in limbo. Short reported that there are several <br />different organizations all paying differing amounts of <br />rent. Little Canada Charity is paying $300 per <br />session, NSYA is paying $400 per session. <br />Page 15 <br />
