MINUTES
CITY COUNCIL
OCTOBER 28, 1992
negotiated. Blesener indicated that he supported Lake
Owasso, but pointed out that his term on the City
Council expires in two months.
Mr. Blesener introduced the following resolution and
moved its adoption:
RESOLUTION NO. 92-10-379 - TABLING ACTION ON THE
PROPOSED CHARITABLE GAMBLING RENT CONTROL ORDINANCE AT
THIS TIME, AND ENCOURAGING THE CHARITIES TO GET
TOGETHER AND WORK SOMETHING OUT, WITH THE INDICATION TO
THE CHARITIES THAT IF THEY COME TO THE CITY AS A
UNIFIED GROUP REQUESTING TO RELOCATE TO ANOTHER SITE AT
REASONABLE RATES, THE CITY COULD WOULD BE WILLING TO
CONSIDER THIS
The foregoing resolution was duly seconded by LaValle.
Ayes (5) Blesener, LaValle, Hanson, Scalze, Collova.
Nays (0). Resolution declared adopted.
Scalze suggested that action on the request by North
Suburban Youth Association for an additional night of
bingo at the Little Canada Bingo Hall be tabled at this
time until the rent issue is resolved.
LaValle noted from the December 31, 1991 audit
submitted by NSYA that their donations within the City
of Roseville amounted to $52,675, while donations
within Little Canada amounted to $3,514, which includes
the City's 10% required contribution. Donations to
other surrounding communities amounted to $43,090.
LaValle stated that he would be hard-pressed to support
a second night of bingo for NSYA based on these
numbers.
Matson replied that the report included all donations
within the Roseville School District under the City of
Roseville. Matson reported that NSYA does not consider
these donations to just benefit Roseville residents,
nor does it consider itself to be a Roseville charity,
but rather a north suburban charity. Matson reported
that NSYA would be happy to change its address to
Little Canada. Matson reported that he would provide
more detailed information on the donations for the
Council.
Mrs. Scalze introduced the following resolution and
moved its adoption:
RESOLUTION NO. 92-10-380 - TABLING ACTION ON THE
REQUEST OF NORTH SUBURBAN YOUTH ASSOCIATION FOR A
SECOND NIGHT OF BINGO AT THE LITTLE CANADA BINGO HALL
AT TAIS TIME
Page 17
